Clackamas Community College bond measure
In November 2024, the voters in Clackamas approved a $120-million bond renewal. To inform this second phase of the bond, the college developed a concept master plan, an athletic facilities master plan and a mechanical, electrical and plumbing master plan. Projects and needs identified in those plans totaled more than $300 million. CCC formed a bond development work group of employees across the college, students and board members. Over a series of meetings, they worked to refine and prioritize the list of projects, which was then polled both internally and externally to see how the projects resonated with the college community.

Bond Projects
Modern teaching and learning spaces
We are investing in state-of-the-art teaching and learning spaces designed to foster innovation, collaboration and hands-on experiences. These modern spaces will enhance student learning by providing modern facilities that reflect the demands of today’s workforce and ensure that students are prepared to succeed.

The Natural Resources Center will be a modern, purpose-built space supporting programs such as horticulture and wildland fire, featuring updated indoor and outdoor learning environments. It’s designed to enhance hands-on training and better prepare students for careers in high-demand natural resource fields.

The McLoughlin Hall project modernizes classrooms and learning spaces, transforming outdated areas into more open, flexible and student-centered environments. Updates will support collaboration, technology access, and the creation of academic hubs that support student success.

The Dye Learning Center project modernizes academic support spaces to create a more cohesive, student-centered learning commons. Updates will improve tutoring, study areas and technology access while enhancing visibility, and flow.
Preserving aging assets
We are addressing critical infrastructure needs to preserve and extend the lifespan of our aging buildings. These upgrades will ensure safe, efficient and sustainable learning environments that continue to serve as a foundation for education and growth for years to come.

This project modernizes the college's aging IT infrastructure by upgrading servers and data center systems to improve performance, reliability and security. Enhancements will also include updated computer labs, providing students with faster, more dependable technology to support learning.

This project replaces aging equipment and increase video surveillance coverage across key areas of the Oregon City campus. Additional access control improvements at both the Oregon City and Wilsonville campuses.

This project improves energy efficiency across the college by replacing outdated lighting, HVAC systems, windows and doors with modern, high-efficiency alternatives. Upgrades will reduce energy use and operating costs while creating more comfortable, sustainable learning environments.

This college replaces an aging central utility system, improving reliability for the multiple buildings that depend on a single system. Upgrades will increase energy efficiency, reducing costs and minimizing disruptions.

This project addresses critical maintenance needs across the college's 34 buildings and campus infrastructure, many of which are aging and require ongoing repairs.

This project improves safety and accessibility by addressing degraded surfaces, trip hazards and limited ADA access. Enhancements will reimagine plazas as inviting, flexible spaces for events and daily use, creating a more vibrant campus core.

This project replaces outdated, undersized and unpaved facilities with safer, more efficient workspaces and improved storage. Updates will include new expanded yard space.

This bond helps secure land for future growth by paying off the existing loan on 11 acres already owned by the college and acquiring an additional 19 acres nearby, allowing the college to plan for long-term needs and opportunities.
Enhancing community connections
Through bond-funded projects, we are enhancing spaces and resources that support collaboration, innovation and engagement. These improvements will create more opportunities for partnerships, workforce training and community involvement.

This project modernizes outdoor athletic facilities by replacing aging fields and adding a synthetic surface to support year-round use and meet current standards. Improvements will also include upgraded seating, restrooms, concessions, and field support spaces.

This project reimagines the Wilsonville campus to support growing demand for workforce training, including additional apprenticeship and lab space. Enhancements will create more opportunities for community use while strengthening career-focused education programs.

This project establishes Oregon's first Challenger Center, an immersive space simulation experience designed to engage middle and high school students in hands-on STEM learning. The center will expand access to STEM opportunities — especially for underserved students — while operating as a self-sustaining program.

This project completes the Douglas Loop by connecting existing path segments into a continuous route around the Oregon City campus. Improvements will enhance pedestrian safety, expand ADA accessibility, and create a welcoming recreational amenity for all.
Bond Community Oversight Committee
The CCC Community Oversight Committee provides oversight to the implementation of Bond Measure 3-613. The committee's charge is to:
- Receive regular reports on all bond-related projects.
- Ensure the bond projects reflect the community’s input and needs.
- Advise and help implement public engagement strategies.
- Inform and engage in constituencies, communities, businesses, and civic organizations.
